If you look closely at the picture you will notice that the trees are underwater. The Seine has overflowed onto the river banks and the express lanes are closed. No more romantic promenades au bord de la Seine - although who would do that at 1 degree celsius. When as I was a student at the Louvre we had to sign a "volunteer" form to help save the collections if the Seine were ever to rise to levels that could enter into the reserves.
